Why time_rules.market_open(hours = 2, minutes = 30) means 12 noon?

Wonder what did you expect it to be? My guess is you may have chosen NYSE as the market, which opens at 9:30. So 2 hours 30 minutes from the open is around 12 noon. Seems ok to me.
