Regarding currency derivatives

I am thinking of developing systems for trading currency derivatives. I observe that other than USD INR pair none of the instruments are liquid for big ticket capital. I have been given infra and liberty to venture into foreign stock or currency exchanges. 



Can you let me know if not NSE any other exchange internationally provides liquidity for currency derivatives trading.
