Is the answer expected exclusive of 1900?
Because inclusive 1900 it's 30 leap years till 2016, but maximum MCQ option is 29.

Leap years are those years that are divisible by 4. However, for century years, it should also be divisible by 400.
For example, the year 1900 is divisible by 4 but not by 400. Therefore, 1900 is not a leap year. On the other hand, 2000 is divisible by both 4 and 400, and it's a leap year.
