How can I access all stocks in F&O . I need to select the universe with all F&O symbols in NSE.

Did you mean where to get minute wise data for the tickers in F&O?
You can use Yahoo Finance for the equities, or check out other sources mentioned in our blog post here.
For the F&O market data, you may check out the vendors in the blog suggested above, or ask the same from your broker.

If this is related to blueshift backtesting, you can use pipeline for this. In fact think about pipeline whenever you need to select an universe based on some logic or filtering. Note this will only give some results on the NSE-minute dataset - as this is the only dataset we have futures at present. Also note, we have only futures on blueshift, not options (adding them is on our book of work).
